Heroes: The shell-heads all came back, Leonardo, Donatello, Michelangelo, and Raphael, along with Splinter, and Keno the karate kicking pizza boy.
Villains: Shredder and minions Tokka and Rahzar (don't call them Rocksteady and Bebop)
Diabolical Scheme: Shredder got his hands on the same ooze that made the turtles into humanoids and he planned to make his own breed of mutants.
Best Moments: Once again, the fight scenes were impressive especially considering those were real athletes and not cheap CG.

Worst Moments: Far too many. Shredder was defeated with a keytair plugged into an amplifier. Once mutated, Super Shredders armor was also mutated. After surviving a garbage truck compression, Shredder was done in by a falling pier. The trick "pre-fight" donuts scene. And let us not forget Go Ninja Go.

Review in 50 Words or Less: Maintaining all of the goofiness (and then some) of the original while keeping none of the seriousness, this was a dumb kids movie. Everything about the turtles was still good, but the plot was absent and the extended Vanilla Ice sequence was the icing on the mediocre and dated cake.
