The creature from the black lagoon reject, dubbed Sculpin had the dastardly idea to freeze all of the world's oceans in order to transport water to the deserts. What a fiend, trying to solve world famine without asking permission from the Super Friends.
Of course I realize that freezing ALL of the oceans would not be a good idea, I am not sure that his plan couldn't have been adapted to a smaller scale and give the Friend's stamp of approval. Then again, maybe I just missed the reason he was such a bad guy. In any case, that was one heck of a freeze ray.
