Night Owl made an appearance in this episode, but before you get out the welcome mat for Rorschach or Dr. Manhattan, this Night Owl was a villain with an affinity for darkness and tiger cubs, not a Watchman.
The truth is that Night Owl was a decent foe. He even had his own Owl Ship - a tank! Too bad his ploy was so stupid. What did he really want with a pair of baby tigers?
